Open procedure
Construction Procurement Handbook, published by the Scottish Government in 2019 defines the open procedure as: ‘A formal procedure under the Public Contract (Scotland) Regulations 2015. The open procedure does not include a pre-qualification stage and allows any interested party to bid for the contract.’
